What do we mean by ‘Community Resilience’? A systematic literature review of how it is defined in the literature

This review paper proposes that “community resilience” is an ambiguous term that is understood differently by different groups.

This conclusion is driven by a systematic review of 80 academic articles that have previously attempted to provide a definition of community resilience. In the review, we examine these definitions and draw out the key elements within them. Although definitions differ, nine overarching elements were identified: local knowledge, community networks and relationships, communication, health, governance and leadership, resources, economic investment, preparedness, and mental outlook. We suggest that focusing on these individual elements may be more productive than attempting to discuss or study “community resilience” as a distinct concept.
